Measure 6

Preparing a training package on sexual orientation and gender diversity and LGBT families for professionals

The Finnish Institute for Health and Welfare (THL) is preparing a training package on sexual orientation and gender diversity and LGBT families for professionals. The aim of the training package is to strengthen the skills of professionals in the social and healthcare sector, schools, early childhood education and youth work in meeting children and young people from LGBT families, securing their wellbeing and combating discrimination.

The training package will be published in the form of a website in Finnish and Swedish, and it will be integrated into the THL website. The website is expected to be launched in December 2022. The measure is carried out in collaboration with Seta – LGBTI Rights in Finland (seta.fi), in addition to which the content of this measure has also been taken into account in the National Child Strategy’s ‘Safeguarding the rights of vulnerable children’ module. THL’s Senior Planning Officer, Minna Ahola, will brief various groups of professional on the subject.

Measure 9

Creating a Handbook for Child Protection for children and young people

The Finnish Institute for Health and Welfare (THL) is preparing a Handbook for Child Protection for children and young people. The aim of the handbook is to provide children with information about their rights, enhance their access to information and produce information about children’s rights in a child-friendly manner.

The measure has been implemented by the Ministry of Social Affairs and Health (stm.fi), Perhekuntoutuskeskus Lauste (lauste.fi), Osallisuuden Aika (osallisuudenaika.fi), Pesäpuu (pesapuu.fi), Perhehoitoliitto (perhehoitoliitto.fi), Sinut (sinut.fi) and SOS-Lapsikylä (sos-lapsikyla.fi). Children have been involved in the measure through workshops that have managed to reach children from all over Finland.

The handbook will be published in Finnish to accompany the handbook for professionals on the THL website on 14 November 2022. The publication will be accompanied by a two-week communication campaign aimed at its primary target group, 12-17-year-olds who are or will be child welfare clients, on social media channels Facebook, Instagram, Snapchat and TikTok. The handbook will also be translated into Swedish.

Measure 14

Implementing a development project on the availability of services for children and young people

The measure investigates the challenges related to the equal accessibility of social and healthcare services for children and young people. The aim of the measure has been to identify and put together problems related to the availability and accessibility of the services from the perspective of children and young people, and to ensure that children and young people have access to information about the service system in a way that is specifically suitable for them and that takes vulnerable children and young people into account.

The measure is divided into four parts: 1) Exploring the knowledge base; 2) Developing services; 3) A dialogue-based operating model; and 4) Communications. A report on the accessibility of services for children and young people will be published in early 2023.

A communication campaign on social and healthcare services for children and young people will run from 7 November until 13 November 2022. The campaign will encourage children and young people to seek help for physical and mental health problems. The campaign will appear on YouTube, Snapchat and TikTok. The campaign will go together with THL’s Handbook for Child Protection.
